All shipments into the United States Virgin Islands, regardless of the point of origin must be cleared by the Virgin Islands Excise Tax Office, and U.S. Customs.

To clear a shipment you must have sufficient copies of the Air Waybill, and the commercial invoice showing the country of origin for each line item (pro-forma not acceptable).

A commercial shipment of domestically produced goods shall require a completed U.S. Customs form and Excise Tax form which shall be presented along with one copy of the air waybill and two copies of the commercial invoice.  If any foreign produced goods are contained within the shipment, two copies of the commercial invoice, two copies of the Air Waybill, and a completed Excise Tax form will be required.

Reliable Shipments in the Caribbean
For shipments of personal effects, a completed Customs form along with one copy of the Air Waybill and invoice of the goods contained within the shipment shall be presented to the appropriate offices.  If foreign produced items are contained within the shipment, three copies of the Air Waybill and one copy of the invoice must be presented.
